DefMin Demetris Eliades says Cyprus will not play the game of threats with Turkey

2011-09-12 17:53:48
Defence Minister Demetris Eliades has called on Turkey to cooperate for a political settlement in Cyprus to render the country an island of freedom, peace and cooperation where all legitimate citizens can live in safety and peace, enjoying the wealth of their homeland.

Eliades told a local radio station that during talks he had with Greek National Defence Minister Panos Beglitis they discussed issues of mutual interest in the framework of their permanent cooperation and coordination.

The Minister said that relations between Greece and Cyprus are excellent and that the Greek government firmly supports the sovereignty, territorial integrity and independence of the Republic of Cyprus.

He stressed that we are not going to get engaged in the game of threats and provocations played by Ankara, adding that Cyprus and Greece pursue normal relations in the region and are working for stability with seriousness, responsibility and compliance with international law.

Russia Sends Nuclear Subs To Patrol Cyprus Waters - Report

2011-09-12 18:43:50
Russia has sent two nuclear-powered submarines to patrol Eastern Mediterranean waters around Cyprus and enforce the island's right to explore for undersea oil and gas in its territorial seas, according to information from Defencenet.gr, citing a Russian FM spokesman.

Alexander Lukashevich said that Russia supports Cyprus and guarantees its security if it is threatened: "Under the UN Convention on International Law, among 162 other signatory states, including Cyprus, each state has sovereign rights in its EEZ for exploring, exploiting and protecting both live and non-living natural resources, including water, the seabed and subsoil," said Lukashevich in comments made on August 19th and reported by Defencenet.gr (in Greek).

So far there has been no reaction from the foreign ministry on reports that Russian submarines will be sent to protect Cyprus from any potential military threat from Turkey. A telephone call to the foreign ministry for comment has not yet been returned. A telephone call to the press attache at the Russian Embassy in Nicosia has also not yet been returned. The submarines are due in early September and are being interpreted as a clear warning to Turkey to stay away from Noble Energy's drilling sites in Block 12. Noble is set to start exploring for undersea gas at the beginning of October along with Israeli energy company DELEK, which has reached an agreement with Noble Energy to share in its licensing deal with Cyprus, reported Globes.co.il.

Foreign Minister Erato Kozakou-Marcoullis just wrapped up a visit to Israel to discuss undersea hydrocarbon exploration with President of Israel Shimon Peres, Prime Minister Benjamin Netanyahu and Foreign Minister Avigdor Liberman. Israel and Cyprus' interests are closely aligned after the two countries signed an agreement delimiting their maritime borders in late 2010. The agreement also led to cooperation on undersea reserves exploitation and closer diplomatic relations, with Peres expected to visit Cyprus in the near future.

Turkey has also not yet commented on the development and is one of the countries which has not signed the UN Convention on the Law of the Seas, which has been in force since 1994. There are 162 countries that have ratified the Convention, including Cyprus and Greece.

On August 9th, Turkey renewed its veiled threats towards Cyprus on the issue of undersea gas and oil exploration, with a statement from its foreign ministry saying that "the Greek Cypriot Administration does not represent in law or in fact the Turkish Cypriots and Cyprus as a whole." Bilateral agreements between Cyprus, Lebanon and Israel are "unilateral actions" which could derail settlement talks, give rise to new conflicts and increase tensions in the region, according to the statement. "These unlawful acts create tension in the region, compromise and prejudge the Turkish Cypriots’ existing and inherent equal rights over the natural resources of the island," says Turkey's foreign ministry.

In response, recently-appointed foreign minister Erato Kozakou-Marcoulis said that the statements were 'posturing' from Turkey and that she would complain to the UN Security Council and the EU. And President Demetris Christofias called on the international community to end its silence on Turkey's threatening attitude to Cyprus.

Behind the scenes, the international community backs Cyprus on its oil exploration, according to US cables released by Wikileaks.ch. The government's plan to allow US companies like Noble Energy and others to drill in its Exclusive Economic Zone is well within its legal rights and Turkey does not have a "legal leg to stand on", says a 2007 confidential cable from the US Embassy in Nicosia.

EU tells Ankara (Turkey) to back off

2011-09-12 18:56:34
By Stefanos Evripidou Published on September 9, 2011 Cyprus Mail

THE EUROPEAN Commission yesterday issued its strongest rebuke yet to Turkey over its threatening behaviour towards Cyprus’ efforts to drill for hydrocarbon reserves within its own Exclusive Economic Zone (EEZ).

Unfazed, Turkish Prime Minister Recep Tayyip Erdogan continued to raise the stakes in his row with Israel and Cyprus over hydrocarbon explorations in the eastern Mediterranean, vowing yesterday to stop them from exploiting natural resources in the area while also pledging to send warships to escort aid to Gaza. The EU, through Enlargement Commissioner Stefan Fule yesterday “urged Turkey to refrain from any kind of threat, sources of friction or action, which could negatively affect good neighbourly relations and the peaceful settlement of border disputes”.

In a released statement, Fule said, “The Commission regrets any statements that are not conducive to this objective,” noting that it “regularly reiterates these issues in its discussions with Turkey and will continue to monitor Turkey’s commitments to good neighbourly relations in the light of the principle of peaceful settlement of disputes”.

The Commission further highlighted the importance of progress in the normalisation of relations between Turkey and the Republic of Cyprus. The EU also “stressed all the sovereign rights of EU member states which include entering into bilateral agreements, in accordance with the EU acquis and international law, including the UN Convention on the Law of the Sea”.

The Commission underlined the “urgent need” to reach a comprehensive settlement of the Cyprus issue.

“Ahead of the crucial phase of Cyprus talks this autumn, it is essential that all parties concerned exert restrain and do their utmost to ensure a positive climate that will facilitate a successful completion of the process,” said the statement released by Fule’s office.

Tensions in the eastern Mediterranean are growing by the day as top Turkish officials continue to make cutting comments on Turkey’s plans to beef up navy patrols in the region and secure free navigation of the seas, following its spat with Israel over nine activists killed in international waters last year. Apart from Turkish demands for an Israeli apology, compensation for the families of the dead and free passage to Gaza, the combative tone of the Turkish leadership is also viewed by some analysts as a response to Israel and Cyprus’ plans to explore for oil and gas in their respective EEZs.

According to Reuters, Turkish Prime Minister Recep Tayyip Erdogan went a step further yesterday in an interview with Al Jazeera saying Turkish warships will escort any Turkish aid vessels to Palestinians in the Gaza Strip, preventing Israel from attacking them again. Erdogan also said that Turkey had taken steps to stop Israel from unilaterally exploiting natural resources from the eastern Mediterranean. “Turkish warships, in the first place, are authorised to protect our ships that carry humanitarian aid to Gaza,” Erdogan said in the interview, broadcast by Al Jazeera with an Arabic translation.

“You know that Israel has begun to declare that it has the right to act in exclusive economic areas in the Mediterranean,” Erdogan said, apparently in reference to Israeli plans to exploit offshore gas reserves found in areas that are also claimed by Lebanon. “You will see that it will not be the owner of this right, because Turkey, as a guarantor of the Turkish republic of north Cyprus, has taken steps in the area, and it will be decisive and holding fast to the right to monitor international waters in the east Mediterranean,” he warned. Deploying warships to escort aid vessels to Gaza and direct interference in the exploitation of Israel and Cyprus’ natural resources are the boldest statements yet to come from the outspoken Turkish leader.

Former Turkish Cypriot leader Mehmet Ali Talat was quoted in Turkish Cypriot press yesterday criticising President Demetris Christofias for being “insanely brave” in daring to explore the island’s natural resources before a Cyprus solution. Defence Minister Demetris Eliades yesterday condemned Erdogan’s statements, noting that Turkey has reached the point of issuing direct threats to numerous countries.

“Turkey with its overt threats against Cyprus is exposed in the eyes of the international community,” said Eliades. Government spokesman Stefanos Stefanou said yesterday: “Turkey needs to get the message that all states should act within the framework of international law because this safeguards peace and good relations between neighbouring states. Unfortunately Turkey opts to provoke and opts for tension.”

In an interview with Voice of America, Foreign Minister Erato Kozakou Marcoullis questioned how Turkey planned to disrupt drilling, undertaken by Houston-based Noble Energy, which is due to start by month’s end. “I would like to hear from Turkish officials what exactly they plan to do? Do they plan to attack Noble Energy’s equipment when they start the drilling, because it is not the Republic of Cyprus that is doing the drilling?” Marcoullis called on Turkey to act like a European country and conduct its foreign policy based on the UN Charter and European principles and laws.

Head of the Cyprus Chamber of Commerce and Industry (KEVE) Manthos Mavromatis yesterday said the American company was ready to begin drilling despite the threat. Noble presented its plans at a closed gathering on Wednesday organised by KEVE and the Cyprus-American Business Association, in the presence of US Embassy officials.

According to Mavromatis, Noble plans to move the oil rig to Block 12 for drilling after September 20.

He noted that Noble is taking into consideration the threats but is proceeding normally, in coordination with the US State Department and Embassy here.

OK, so we have been saying a Peoples' Bank like the ORIGINAL Commonwealth is a KEY...

OK, so we have been saying a Peoples' Bank like the ORIGINAL Commonwealth is a KEY. The original Commonwealth Bank of Australia lent at very reasonable rates from an AUSTRALIAN OWNED MONETARY SYSTEM based on the UNTAPPED RESOURCES OWNED BY THE AUSTRALIAN PEOPLE. It was a lynch-pin in Australia's prosperity. This much the CEC have right!

So when I read that North Dakota is a "miracle" economy, and their state bank makes a huge contribution to their prosperity, IT'S WORTH BLOGGING ABOUT!...

Solution to the Economic Crisis? North Dakota’s Economic “Miracle”—It’s Not Oil

Yes Magazine

North Dakota has had the nation's lowest unemployment ever since the economy tanked. What's its secret?
In an article in The New York Times on August 19th titled “The North Dakota Miracle,” Catherine Rampell writes:
Forget the Texas Miracle. Let’s instead take a look at North Dakota, which has the lowest unemployment rate and the fastest job growth rate in the country.
According to new data released by the Bureau of Labor Statistics today, North Dakota had an unemployment rate of just 3.3 percent in July—that’s just over a third of the national rate (9.1 percent), and about a quarter of the rate of the state with the highest joblessness (Nevada, at 12.9 percent).
North Dakota has had the lowest unemployment in the country (or was tied for the lowest unemployment rate in the country) every single month since July 2008.
Its healthy job market is also reflected in its payroll growth numbers. . . . [Y]ear over year, its payrolls grew by 5.2 percent. Texas came in second, with an increase of 2.6 percent.
Why is North Dakota doing so well? For one of the same reasons that Texas has been doing well: oil.
Oil is certainly a factor, but it is not what has put North Dakota over the top. Alaska has roughly the same population as North Dakota and produces nearly twice as much oil, yet unemployment in Alaska is running at 7.7 percent. Montana, South Dakota, and Wyoming have all benefited from a boom in energy prices, with Montana and Wyoming extracting much more gas than North Dakota has. The Bakken oil field stretches across Montana as well as North Dakota, with the greatest Bakken oil production coming from Elm Coulee Oil Field in Montana. Yet Montana’s unemployment rate, like Alaska’s, is 7.7% percent.
A number of other mineral-rich states were initially not affected by the economic downturn, but they lost revenues with the later decline in oil prices. North Dakota is the only state to be in continuous budget surplus since the banking crisis of 2008. Its balance sheet is so strong that it recently reduced individual income taxes and property taxes by a combined $400 million, and is debating further cuts. It also has the lowest foreclosure rate and lowest credit card default rate in the country, and it has had NO bank failures in at least the last decade.
If its secret isn’t oil, what is so unique about the state? North Dakota has one thing that no other state has: its own state-owned bank.
Access to credit is the enabling factor that has fostered both a boom in oil and record profits from agriculture in North Dakota. The Bank of North Dakota (BND) does not compete with local banks but partners with them, helping with capital and liquidity requirements. It participates in loans, provides guarantees, and acts as a sort of mini-Fed for the state. In 2010, according to the BND’s annual report:
The Bank provided Secured and Unsecured Federal Fund Lines to 95 financial institutions with combined lines of over $318 million for 2010. Federal Fund sales averaged over $13 million per day, peaking at $36 million in June.
The BND also has a loan program called Flex PACE, which allows a local community to provide assistance to borrowers in areas of jobs retention, technology creation, retail, small business, and essential community services. In 2010, according to the BND annual report:
The need for Flex PACE funding was substantial, growing by 62 percent to help finance essential community services as energy development spiked in western North Dakota. Commercial bank participation loans grew to 64 percent of the entire $1.022 billion portfolio.
The BND’s revenues have also been a major boost to the state budget. It has contributed over $300 million in revenues over the last decade to state coffers, a substantial sum for a state with a population less than one-tenth the size of Los Angeles County. According to a study by the Center for State Innovation, from 2007 to 2009 the BND added nearly as much money to the state’s general fund as oil and gas tax revenues did (oil and gas revenues added $71 million while the Bank of North Dakota returned $60 million). Over a 15-year period, according to other data, the BND has contributed more to the state budget than oil taxes have.
North Dakota’s money and banking reserves are being kept within the state and invested there. The BND’s loan portfolio shows a steady uninterrupted increase in North Dakota lending programs since 2006.
According to the annual BND report:
Financially, 2010 was our strongest year ever. Profits increased by nearly $4 million to $61.9 million during our seventh consecutive year of record profits. Earnings were fueled by a strong and growing deposit base, brought about by a surging energy and agricultural economy. We ended the year with the highest capital level in our history at just over $325 million. The Bank returned a healthy 19 percent ROE, which represents the state’s return on its investment.
A 19 percent return on equity! How many states are getting that sort of return on their Wall Street investments?
Timothy Canova is Professor of International Economic Law at Chapman University School of Law in Orange, California. In a June 2011 paper called “The Public Option: The Case for Parallel Public Banking Institutions,” he compares North Dakota’s financial situation to California’s. He writes of North Dakota and its state-owned bank:
The state deposits its tax revenues in the Bank, which in turn ensures that a high portion of state funds are invested in the state economy. In addition, the Bank is able to remit a portion of its earnings back to the state treasury .... Thanks in part to these institutional arrangements, North Dakota is the only state that has been in continuous budget surplus since before the financial crisis and it has the lowest unemployment rate in the country.
He then compares the dire situation in California:
In contrast, California is the largest state economy in the nation, yet without a state-owned bank, is unable to steer hundreds of billions of dollars in state revenues into productive investment within the state. Instead, California deposits its many billions in tax revenues in large private banks which often lend the funds out-of-state, invest them in speculative trading strategies (including derivative bets against the state’s own bonds), and do not remit any of their earnings back to the state treasury. Meanwhile, California suffers from constrained private credit conditions, high unemployment levels well above the national average, and the stagnation of state and local tax receipts. The state’s only response has been to stumble from one budget crisis to another for the past three years, with each round of spending cuts further weakening its economy, tax base, and credit rating.
Not all states have oil, of course (and it’s hardly a sustainable economic basis), but all could learn from the state-owned bank that allows North Dakota to capitalize on its resources to full advantage. States that deposit their revenues and invest their capital in large Wall Street banks are giving this economic opportunity away.

The "Liberation" of Libya: NATO Special Forces and Al Qaeda Join Hands

This article from Prof. Michel Chossudovsky again highlights the nature of Al Qaeda, as a CIA spawned and sponsored movement, intricately involved in NWO operations in several theatres of NATO geopolitical ambition. Mark my words: there will be more war in northern Africa and the Middle East, furthering the ambitions of NATO/USA. I suspect Pakistan will be targetted in the next 5 years per a CIA report stating it should be broken up and conquered, as it is (of course) in USA's "national interest". How far that phrase "national interest" goes! Could USA be the Woman that rides the Beast? (Christian bible: Book of Revelation).

=====
"Former Terrorists" Join the "Pro-democracy" Bandwagon
Extensive war crimes have been committed. NATO has blood on its hands. The heads of government and heads of state of NATO member countries are responsible for extensive war crimes

The "pro-democracy" rebels are led by Al Qaeda paramilitary brigades under the supervision of NATO Special Forces. The "Liberation" of  Tripoli was carried out by "former" members of the Libya Islamic Fighting Group (LIFG).
The jihadists and NATO work hand in glove. These "former" Al Qaeda affiliated brigades constitute the backbone of the "pro-democracy" rebellion.
NATO special forces with "boots and the ground" pass unnoticed. Their identity is not known or revealed. They blend into the Libyan rebellion landscape of machine guns and pickup trucks. They are not highlighted in the photo ops.
Special forces composed of  US Navy SEALS, British Special SAS Forces and French legionnaires, disguised in civilian rebel garb, are reported to be behind major operations directed against key government buildings including Gadhafi's Bab al-Aziziya compound in central Tripoli.
Reports confirm that British SAS were on the ground in Eastern Libya prior to the onset of the air campaign. Special Forces are in close coordination with NATO air operations. "Highly-trained units, known as ‘Smash’ teams for their prowess and destructive ability, have carried out secret reconnaissance missions to provide up-to-date information on the Libyan armed forces." (SAS 'Smash' squads on the ground in Libya to mark targets for coalition jets, Daily Mirror, March 21, 2011)
NATO special forces and the CIA sponsored Islamic brigades under the command of "former" jihadists constitute the backbone of combat capabilities on the ground, supported by the air campaign, which now includes Apache helicopter raids.
The remainder of the rebel forces include untrained trigger happy gunmen (including teenagers) (see photo below), which serve the function of creating an atmosphere of panic and intimidation.
What we are dealing with is a carefully planned military intelligence operation to invade and occupy a sovereign country.

Killing the Truth. The Role of the Western Media
The Western media constitutes a major instrument of war. NATO war crimes are obfuscated. Popular resistance to the NATO led invasion is not mentioned.
A narrative of  "liberation" and  "opposition pro-democracy rebel forces" is instilled in the inner consciousness of millions of people. Its called the "NATO Consensus".
"The NATO Consensus" which upholds the "humanitarian mandate" of the Atlantic alliance cannot be challenged. The bombings of civilian areas as well as the role of a terrorist militia are either trivialised or not mentioned.
Killing the truth is an integral part of the military agenda.

Realities are turned upside down.

The lie becomes the truth.

Its an inquisitorial doctrine. The NATO consensus dwarfs the Spanish Inquisition by a long shot.
The criminal invasion and occupation of Libya is not mentioned. The lives of independent journalists in Tripoli who report on what is actually happening are threatened. The catch words are "Liberation" and "Revolution" with NATO's mandate limited to R2P ("Responsibility to Protect").
Liberation or Invasion? By camouflaging the nature of the military operation, not to mention NATO atrocities, the Western media has contributed to providing the Transitional Council with a semblance of legitimacy and international recognition. The latter would not have been forthcoming without the support of the Western media.
NATO special forces and intelligence operatives on the ground are in permanent liaison with military planners involved in coordinating NATO strike sorties and bombing raids on the Libyan capital.

Intensive Bombing Raids over Tripoli
On August 27, NATO acknowledged the conduct of 20,633 sorties since March 31st, and 7,768 strike sorties. (These figures do not include the intensive bombing raids conducted in the two weeks prior to March 31st). Each fighter jet or bomber carries numerous missiles, rockets, etc. depending on the ordnance specification of the aircraft.
Multiply the number of strike sorties (7768 since March 31) by the average number of missiles or bombs launched by each of the planes and you get a rough idea of the size and magnitude of this military operation. A French Dassault Mirage 2000, for instance, can transport 18 missiles under its wings. America's B-2 Stealth bombers are equipped with bunker buster bombs

France's Mirage 2000 used in Operation Odyssey Dawn against Libya,
USAF Stealth B-2 Bomber used in Operation Odyssey Dawn
Pursuant to NATO's humanitarian mandate, we are informed by the media that these tens of thousands of strikes have not resulted in civilian casualties (with the exception of occasional "collateral damage").
Not surprisingly, already in mid April, three weeks into the bombing campaign, the Atlantic Alliance announced that "NATO planes flying combat missions over Libya are starting to run out of bombs" (UPI, April 16, 2011, emphasis added);
"The reason we need more capability isn't because we aren't hitting what we see -- it's so that we can sustain the ability to do so," one NATO official told the Post. "One problem is flight time, the other is munitions." (Ibid)
The bombing raids over Tripoli were intensified in the course of the last two weeks. They were intended to support ground operations led by NATO special forces and the Islamic paramilitary brigades. With limited NATO ground force capabilities, NATO strategists decided to intensify the bombing raids.
Global Research's Correspondent in Tripoli, whose life was threatened for revealing NATO war crimes described a shift in the pattern of bombing, starting in mid-July, with increasingly intensive air raids leading up to the ground invasion on August: 20th:
"Until approximately 2:35 a.m EET [July 17], the strident noises of fighter jets over Tripoli could be heard. The bomb blasts triggered an atmosphere of fear and panic over the entire city, a poignant psychological and emotional impact on tens of thousands of people, from the young to the elderly. It also alerted people and brought them out onto their balconies while they witnessed the bombing of their country.
One of the explosions resulted in a huge mushroom cloud, pointing to the possible use of bunker buster bombs. ... There was something unusual in the pattern of this NATO bombing operation.
The bombings tonight were not like other nights. The sounds were different. The smoke plumes were different. In previous bombings the smoke would usually go up vertically like a fire, but tonight the smoke plumes were horizontal and hovering above Tripoli with a white cloud in the horizon.
People who were not directly affected by the bombs, within a radius of 15 kilometres experienced burning eyes, lower back pain, headaches." (Mahdi Darius Nazemroaya, NATO Launches Bombing Blitzkrieg over Tripoli hitting Residential Areas , Global Research, July 17, 2011)
The mass killing of civilians in a Blitzkrieg environment as well as the creation of a generalized atmosphere of panic is intended to curtail the population's resistance to the NATO-led invasion.
The Death Toll
According to sources from our correspondent in Tripoli, the death toll in the course of the last week (20-26 August) is of the order of 3000. The hospitals are in a state of turmoil, unable to come to the rescue of the wounded. The International Committee of the Red Cross (ICRC) confirms that medical supplies are in short supply throughout the country.
In recent developments UNICEF has warned of shortages of water due to the NATO bombing of  water infrastructure throughout the country. "This could turn into an unprecedented health epidemic “ said Christian Balslev-Olesen of UNICEF's Libya Office.
NATO warplanes deliberately targeted the peaceful vigil of tents in front of the Gadhafi compound in a gruesome massacre. The mainstream media acknowledges the massacre, while stating that gun wounds are the cause of death in crossfire between loyalist and rebel forces. The victims are :
"The identities of the dead were unclear, but they were in all likelihood activists who had set up an impromptu tent city in solidarity with Gadhafi in defiance of the NATO bombing campaign. (Forbes.com, August 25, 2011)
We are not dealing with collateral damage. Extensive war crimes have been committed. NATO has blood on its hands. The heads of government and heads of state of NATO member countries are war criminals.
The Central Role of Al Qaeda Operatives in the "Liberation of Tripoli"
According to CNN, in a twisted logic, the terrorists have repented:  "former terrorists" are no longer "terrorists".
The LIFG is said to have been disbanded.
Following their disavowal of violence, these former LIFG leaders created a new political organization called the Islamic Movement for Change, which according to CNN "is committed to working within a future democratic process".  "The Libyan Islamic Movement for Change (Al-Haraka Al-Islamiya Al Libiya Lit-Tahghir), is made up of former members of the now defunct [CIA supported] Libyan Islamic Fighting Group (LIFG)" (Reuters, August 26, 2011)
In a contradictory about turn, former "bad guys" (terrorists) are heralded as "good guys" committed to "combating terrorism".

The  "former" members of the Libya Islamic Fighting Group (LIFG) are now portrayed as "pro-democracy activists" who "have assumed leadership positions in several rebel brigades".
Labels have been switched: the CIA supported Al Qaeda affiliated LIFG has been transformed into the CIA sponsored Islamic Movement for Change (IMC), which supports the pro-democracy rebellion.
When was the LIFG disbanded?
In a bitter irony, the Libya Islamic Fighting Group (LIFG) was listed until June 2011 by the United Nations Security Council as a bona fide terrorist organization. On June 21 2011, The Listing of Terrorist Organizations, conveniently vanished from the UN Security Council website pending the revamping of the website. (See annex below)
The LIFG entry was included in the (updated March 24, 2011, accessed April 3, 2011) United Nations Security Council "terror list" as follows
QE.L.11.01. Name: LIBYAN ISLAMIC FIGHTING GROUP
Name (original script):
A.k.a.: LIFG F.k.a.: na Address: na Listed on: 6 Oct. 2001 (amended on 5 Mar. 2009)
(The LIFG Listing is on p. 70, http://www.un.org/sc/committees/1267/pdf/consolidatedlist.pdf, (accessed April 3, 2011, no longer accessible)
Other information: Review pursuant to Security Council resolution 1822 (2008) was concluded on 21 Jun. 2010. The website is down and is currently being revamped
Who Leads Libya's Islamic Brigades?
Recent reports confirm what was known and documented from the outset of the "rebellion" in mid-March:  The key military command positions of the rebellion are held by the "former" commanders of the Libya Islamic fighting Group (LIFG)".
The commander of the assault on Tripoli is Abdel Hakim Belhadj, (also known as Abu Abdullah al-Sadeq, Hakim al-Hasidi). He has been entrusted, with NATO's approval,  of "one of the most powerful rebel brigades in Tripoli [which] took charge of successful rebel efforts earlier this week to storm Gadhafi's Bab al-Azziziyah compound, further bolstering his prominent position in rebel ranks." (CNN, op cit)
"Sadeeq was a well-known figure in the jihadist movement. He fought the Soviet-backed government in Afghanistan and helped found [with the support of the CIA] the Libyan Islamic Fighting Group there." (Ibidt)
But Saddeeq, according to CNN has repented. He is no longer a terrorist (i.e. a bad guy) "but a powerful voice against Al Qaeda's terrorism". (Ibid, emphasis added)
"In 2009, Sadeeq and other senior LIFG leaders formally repudiated al Qaeda style terrorism and disbanded their campaign to overthrow the Libyan regime.

The breakthrough was the result of a two-year dialogue with the regime brokered by Benotman [a former LIFG commander now in the employ of  the London based Quilliam Foundation with a mandate in conflict resolution. CNN interviewed leading figures of the LIFG in Abu Salim prison in Tripoli in September 2009, shortly before the group's leaders were released. Although they were then behind prison bars, the leaders' disavowal of violence appeared genuine. (Ibid)
According to DebkaFile (Israeli intelligence online report), the "pro-Al Qaeda brigades "led by LIFG Commander Abdel Hakim Belhadj constitute the dominant force of the rebellion, overriding the authority of the Transitional Council. They are in control of strategic buildings including Gadhafi's compound.
"The LIFG chief [Abdel Hakim Belhadj] now styles himself "Commander of the Tripoli Military Council." Asked by our sources whether they plan to hand control of the Libyan capital to the National Transitional Council, which has been recognized in the West, the jihadi fighters made a gesture of dismissal without answering. (Debka, Pro-Al Qaeda brigades control Qaddafi Tripoli strongholds seized by rebels, August 28, 2011 )
Abdul Hakim Belhhadj  received military training in CIA sponsored guerrilla camp in Afghanistan. He constitutes a CIA "intelligence asset" in the Lybian war theater. An earlier report suggests that he  has some 1,000 men under his command. (Libyan rebels at pains to distance themselves from extremists - The Globe and Mail, March 12, 2011)
The US-NATO coaltion is arming the Jihadists. Weapons are being channelled to the LIFG from Saudi Arabia, which historically, since the outset of the Soviet-Afghan war, has covertly supported Al Qaeda. The Saudis are now providing the rebels, in liaison with Washington and Brussels, with anti-tank rockets and ground-to-air missiles. (See Michel Chossudovsky  "Our Man in Tripoli": US-NATO Sponsored Islamic Terrorists Integrate Libya's Pro-Democracy Opposition, Global Research, 3 April 2011)
A "Democracy" run by Terrorists
Reports also confirm that large numbers of  terrorists imprisoned in Abu Salim jail were released by rebel forces. They are now being recruited by the former LIFG Islamic brigades, led by "former" jihadists pro-democracy commanders.
So all ends well in the smooth transition towards a democracy run by terrorists.
NATO's Islamic Jihad
There is indications that NATO, in coordination with Western intelligence agencies (including Israel's Mossad), is involved in recruiting Islamist fighters. Israeli intelligence sources confirm that NATO in cooperation with Turkey, is now directly training and recruiting in several Muslim countries a new jihadist generation of  "Freedom Fighters". The Mujahideen after undergoing training are slated to participate in NATO's "pro-democracy" "humanitarian" military campaigns. The Israeli report by Debka pertains to Syria, which is next  in line on the NATO military roadmap:
"Our sources report, is a [NATO] campaign to enlist thousands of Muslim volunteers in Middle East countries and the Muslim world to fight alongside the Syrian rebels... " (Debka File August 15, 2011  http://www.debka.com/article/21207/ )
The NATO led invasion and occupation of Libya is using Islamic fighters as the backbone of an alleged transition to democracy.
Concluding Remarks
The tragic events of  9/11 have played a key role in developing a massive propaganda campaign geared towards justifying a "war on terrorism" directed against Osama bin Laden's Al Qaeda.
In a bitter twist, throughout the Middle East and Central Asia, the Western military alliance is using Islamic brigades, trained and groomed by the CIA, MI6 and Mossad, to wage its "Global War on Terrorism".
The war on terrorism constitutes a broad consensus instilled in the minds of millions of people, What is not known to Western public opinion is that the West's holy crusade against Islamic terrorism rather than targeting terrorists actually includes terrorists in his ranks, i.e  Al Qaeda "freedom fighters" have been integrated into the ranks of US-NATO led military operations.
Rest assured, in the case of Libya, the rebels are "the good guys": they are "former" rather than "active" members of Al Qaeda.
The Western media has not reported on NATO war crimes. It has casually dismissed NATO atrocities: 8000 strike sorties represents more than 50,000  missiles and bombs dropped on the Libyan people.
There are various ways of concealing the truth. From the outset of the air campaign, the media has denied the existence of a war. Its causes and consequences are distorted. In turn, an effective propaganda campaign requires targeting people's mindset in newspapers, network TV and online.
People must be distracted from an understanding of the war on Libya. Atrocities committed by NATO with the support of the United Nations is rarely frontpage news. How best to camouflage the truth? By redirecting news coverage on Libya towards a number of trivial "talking points", including the size of Gadhafi's swimming pool, his female bodyguards, his cosmetic plastic surgery, etc. The Guardian, August 23, 2011)
Not included in the journalist's "to do list" is the coverage of the three thousand  men, women and children who lost their lives in the course of a weeklong Blitzkrieg bombing of Tripoli using the most advanced weapons systems in human history.
Against this background of lies and fabrications, the lives of several independent journalists including Global Research's Correspondent Mahdi Darius Nazemroaya trapped in Tripoli were threatened, for saying the truth.

Is justice possible in this world? Will it take the return of Christ to put an end to this? Let's hope the international and national courts mentioned below will make Libya's voice heard, cause restoration to be made and cause immense damage to the powers behind NATO.

War Propaganda: Libya and the End of Western Illusions

Five months into the bombing campaign, it is no longer possible to believe the initial official version of the events and the massacres attributed to the "Gaddafi regime". Moreover, it is now essential to take into account Libya’s legal and diplomatic rebuttal, highlighting the crimes against peace committed by television propaganda, the war crimes perpetrated by NATO military forces, and the crimes against humanity sponsored by political leaders of the Atlantic Alliance.
Just under half of Europeans still support the war against Libya. Their position is based on erroneous information. They still believe, in fact, that in February the "Gaddafi regime" crushed the protests in Benghazi with brutal force and bombed civilian districts in Tripoli, while the Colonel himself was warning of "rivers of blood" if his compatriots continued to challenge his authority.

During my two months’ investigation on the ground, I was able to verify that these accusations were pure propaganda intoxication, designed by the NATO powers to create the conditions for war, and relayed around the world by their television media, in particular Al-Jazeera, CNN, BBC and France24.

However, the reader who doesn’t know where he stands on this issue and who - despite the brainwashing of September 11 and Saddam Hussein’s weapons of mass destruction - is reluctant to accept that the United States, France, the UK and Qatar were actually capable of fabricating such lies, will be able to forge an opinion over time. NATO, the largest military coalition in history, has failed after five months of bombardments to overthrow the one it designated as a "tyrant." Every Friday, a large demonstration in support of the regime is organized in a different city and all experts are unanimous in considering that Colonel Gaddafi enjoys at least 90% of popular support in Tripolitania and 70% across the entire country, including the "rebel" areas. These are people who every single day put up with the blockade, aerial bombardments and ground fighting. Never would they be defending with their flesh and blood someone who committed against them the crimes of which he has been accused by the "international community." The difference between those in the West who believe that Gaddafi is a tyrant who fired on his own people, and those in Libya who believe that he is a hero of the anti-imperialist struggle, is that the former live in an illusion created by TV propaganda, whereas the others are exposed to the concrete reality on the ground.

That said, there is a second illusion to which the West has succumbed - and in the "Western" camp I now include not only Israel, where it has always claimed to belong, but also the monarchies of the Gulf Cooperation Council and Turkey which, though of Eastern culture, have chosen to embrace it -, the illusion to think that it is still possible to devastate a country and kill its people without legal consequences. It is true that, until now, international justice has been the justice of the victors or the powerful. One may recall the Nazi official who heckled the judges at Nuremberg telling them that if the Reich had won the war, the judges would have been the Nazis while those held accountable for the war crimes would have been the Allies.

More recently, we saw how NATO used the International Criminal Tribunal for the Former Yugoslavia to try to justify post facto that the war in Kosovo was "the first humanitarian war in History," according to the expression employed by Tony Blair. Or again, how the Special Tribunal for Lebanon was used in an attempt to overthrow the Syrian government, then to decapitate the Lebanese Hezbollah, and probably soon to accuse the Iranian Revolutionary Guards. Not to mention, the International Criminal Court, the secular arm of the European colonial powers in Africa.

However, the development of instruments and organs of international justice throughout the twentieth century has gradually established an international order with which the superpowers themselves will have to comply or which they will have to sabotage in order to escape their responsibilities. In the case of Libya, the violations of international law are countless. The main ones, presented below, were established by the Provisional Technical Committee, a Libyan ministerial coordination organ, and expounded at various press conferences by the legal adviser to the Libyan Arab Jamahiriya, French attorney Marcel Ceccaldi [1].

TV channels which, under the leadership of their respective Governments, have manufactured false information to lead to war, are guilty of "crimes against peace", as defined by the relevant UN General Assembly resolutions in the aftermath of World War II [2]. The journalist-propagandists should be considered even more culpable than the military who perpetrated war crimes or crimes against humanity, to the extent that none of these crimes would have been possible without the one that preceded them: the "crime against peace."

The political leaders of the Atlantic Alliance, who diverted the object and purpose of Resolution 1973 to engage in a war of aggression against a sovereign state, are personally responsible before international justice. Indeed, according to the jurisprudence established by the Tokyo Court following the Second World War, crimes cannot be ascribed to either States or organizations, but to individuals. Plundering the assets of a state, establishing a naval blockade and bombing infrastructure to cause people to suffer, attacking an army inside its barracks and ordering the assassination of enemy leaders or, failing this, terrorizing them by murdering their families, all amount to war crimes. Their systematic perpetration, as is the case today, constitutes a crime against humanity. This crime is imprescriptible, which means that Messrs. Obama, Sarkozy, Cameron and Al-Thani will be pursued by the law for the rest of their lives.

NATO, as an organization, is legally responsible for the material and human damage of this war. The law leaves no room for doubt that the organization must pay, even though it will surely try to invoke a privilege of jurisdiction to dodge its responsibilities. It will be up to the Alliance to decide how the bill for the conflict should be split among Member States, even though some of them may be on the verge of bankruptcy. This will be followed by disastrous economic consequences for their peoples, guilty of having endorsed such crimes. In a democracy, no one can claim to be innocent of the crimes committed in its name.

International justice will have to address more specifically the case of the Sarkozy "administration" - I use this Anglicism here to underscore the fact that the French president has been piloting his Government’s policy directly, without going through his prime minister. Indeed, France has played a central role in preparing for this war since October 2010 by organizing a failed military coup and then, as early as November 2010, by planning with the United Kingdom the bombing of Libya and the landing of ground troops on its soil, which was then believed to be feasible, and finally by actively conspiring in the lethal unrest in Benghazi which led to the war.

In addition, France, more than any other power, has deployed Special Forces on the ground - without uniforms, no doubt - and violated the arms embargo by supplying the insurgents, either directly or through Qatari airplanes. Not to mention that France has violated the UN freeze of Libyan assets, funnelling part of the fabulous cash from the Libyan Sovereign Fund to the CNT puppets, to the detriment of the Libyan people who wanted to guarantee the well-being of their children in the face of oil depletion.

These gentlemen from NATO, who hoped to escape international justice by crushing their victim, Libya, in a few short days so that it would not survive to pursue them, will be disenchanted. Libya is still there. She is filing complaints with the International Criminal Court, the Belgian courts (whose jurisdiction NATO falls under), the European Court of Justice, and the national courts of aggressor states. She is undertaking steps before the Council of Human Rights in Geneva, the Security Council and General Assembly of the United Nations. It will be not be possible for the big powers to extinguish these fires all at once. Worse, the arguments they will use to evade a court will ricochet against them in another court. In a few weeks or months, if they have not succeeded in destroying Tripoli, they will have no other way out to avoid humiliating convictions than to negotiate the withdrawal of the complaints at a very high price.
Notes[1] Putting an end to the confusion that prevailed at the beginning of the war when various departments hired lawyers for different disorderly proceedings, Libya has appointed Marcel Ceccaldi in July to oversee all proceedings.

Pentagon Plan To Muscle Out China: New Scramble For Africa

An interesting article from Global Resaearch . note the bold emphasis is mine :)

=====

Windhoek: Southern Africa has become the battle ground for a new scramble for resources, with the United States seeking to muscle out Chinese influence so as to secure strategic minerals - mainly for its military.

More frightening is the possibility of the US military itself becoming involved in securing these strategic minerals within the next 20 years.

According to a study by Dr Stephen Burgess, a Zimbabwean-born associate professor at the US Air War College, Washington may have to enlist the services of the Department of Defence, the National Security Agency and the Africa Command (AFRICOM) to secure Southern Africa's resources.

His study, titled 'Sustainability of Strategic Minerals in Southern Africa and Potential Conflicts and Partnerships', says the US should move quickly to secure Southern Africa's uranium, manganese, platinum, chrome, cobalt and rare earth minerals for America's industrial needs and for its military as well as maintenance of weapons systems.

The study focuses on resource accessibility in the DRC, Namibia, South Africa, Zambia and Zimbabwe and draws parallels with the 1880s scramble for Africa.

To triumph in this new scramble, Burgess notes, 'all instruments of (US) power' must be deployed.

Burgess visited all these countries – except Zimbabwe – and makes recommendations on how the US can muscle out China.

He interviewed mining sector experts, government officials and journalists as part of his research.

There were also consultations with American institutions such as the Defence National Stock Pile Centre, the Defence Logistics Agency and the Marine Corps Command.

A note in the study indicates that it has nothing to do with the US Air War College, raising the possibility that Burgess was working as a consultant for Washington.

'Southern Africa contains strategic minerals, which the USA and its allies require for industrial purposes and that militaries need for production and sustainment of weapons systems.

'The principal sustainability challenge in SADC for the USA and its allies is uncertain access to strategic minerals.

'The cause of this challenge is increasing global demand and supply shortages caused by inadequate infrastructure, politicization of the mining industry and China's aggressive and sometimes monopolistic behaviour in pursuit of minerals.

'The challenge is most acute in two Southern African countries - South Africa and the Democratic Republic of the Congo (DRC) – and also growing in Zambia, Zimbabwe and Namibia.

'Of particular concern is possible future conflict between the United States, which needs strategic minerals for national defence and other purposes, and China, which needs an increasing amount of resources to fuel its accelerating industrialization.

'There is a rising scramble for and struggle over resources in Africa, especially in petroleum and mining economies.

'In particular, the US government is concerned about access to 'defence critical resources'. This requires increased levels of engagement with the African countries concerned, using all the instruments of American power and working with American and Western mining companies, as well as engagement with China and Chinese companies.

'In the future, a 'worst-case' scenario might see the United States having to use coercive diplomacy in the not-too-distant future (perhaps in 10-20 years) in order to regain access to vital resources.

'The onset of 'resource wars' has been predicted by a number of scholars and experts. Given the rising level of Chinese demand for resources, the probability of conflict is likely to rise.

'The new scramble for African mineral resources (and petroleum) is most similar to the 19th century European scramble for African minerals and land that contributed to interstate conflict, especially the First World War.'

The ever-strengthening Sino-Africa ties are a major headache for the US and Washington must move quickly or else conflict will become unavoidable.

'The United States produces a range of materials from strategic minerals, including warships, aircraft, and high tech devices and components.

'Thus far, the United States and its allies have relied on free market forces in Southern Africa and elsewhere. However, US and allied industries may not always have access in the future and may have to reduce output or even close. For example, a worrisome problem has been Chinese control of production of more than 90 percent of rare earth minerals.

'Recently, Chinese companies withheld them from Japan over the Senkaku/Daioyu Islands dispute and threatening to withhold them from the United States over arms sales to Taiwan.

'The minerals are the ingredients in key components in communications devices, satellites, and electric fuel cells and batteries that US industry and the military require.'

Burgess says liberation movements (ZANU-PF in Zimbabwe, ANC in South Africa and SWAPO in Namibia) are politicizing the mining sector to the detriment of free marketeering and this will pose a serious challenge to the US. Issues of black economic empowerment and nationalization of mining feature prominently.

'The free market and government taxation of mining profits have tended to provide optimal conditions for states and industry and maintain a steady flow of minerals to meet demand. However politicization has occurred in the form of nationalisation of the mining industry and the intervention of black empowerment companies which have tended to disrupt the market and flow of minerals.'

The DRC, Namibia, South Africa and Zimbabwe all have – or in the process of implementing – policies that will see greater indigenous participation in mining.

• South Africa

South Africa is targeted for its vast platinum resources which stand at about 75 percent of global production, as well as its vast manganese deposits.

'South African President Jacob Zuma and Mineral Resources Minister Susan Shabangu have said that nationalization is not currently part of government policy.

'However, this does not guarantee it will not be part of government policy in the not-too-distant future. The ANC Youth League managed to get nationalization onto the agenda of the governing party's September 2010 meeting, fuelling investor worries.

'Nationalization of South African mines has been given renewed prominence by the ANC Youth League, which in 2009 issued a discussion paper arguing for state control of 60 percent of new mines.'

• Democratic Republic of Congo

The DRC is viewed as a source to quench America's thirst for cobalt, uranium, coltan (columbite and tantalum), tungsten, tin, and rare earth minerals.

The study says Gecamines, the state miner, has too much control of mining and appears to favour dealing with China over the West.

• Zambia

Zambia's cobalt constitutes 20 percent of global deposits and it is second only to the DRC.

Again, emphasis is on Beijing's growing presence in Zambia through integrated firms such as the China Railway Group, SinoHydro and the Metallurgical Group Corporation.

• Namibia

Naturally, America's interest here is in uranium and there is unease about the activities of the recently created state miner, Epangelo.

Namibia's Cabinet recently said all future mining of strategic minerals should be done in partnership with Epangelo.

Namibia is the fourth largest producer of uranium and global demand is rising faster than the demand for gold.

'The recently established state owned mining company, Epangelo has virtually no capital and may look to Russian and Chinese companies for support.

'Kalahari Holdings (a SWAPO firm) are … looking for uranium prospects and joined ventures, possibly with the Chinese and Russian companies.

'In the long run the politisization of the mining sector could divert uranium to China.'

Recommendations

'One measure the United States could take is to assist South Africa in developing beneficiation. US aid could help to develop local mineral processing and metal manufacturing and assist South Africa in developing sufficient electricity to power such ventures.

'In addition, the United States could negotiate off-take agreements with South Africa and provide assistance to benefit local mining communities.

'The United States could encourage American mining companies to reengage in South Africa and work with Australian, Canadian and South African companies that are committed to the free market.

'Also, the US government could step up strategic communications, broadcasting Chinese abuses and dissuading forces in the ANC and SWAPO from moving their governments closer to China.'

Burgess goes further.

'In order to shape the region to maintain the free market, there are a number of actions that the United States and its allies might take. They might use diplomacy to build strategic partnerships with the most important African countries…

'In the case of strategic minerals, special attention must be paid to South Africa and the DRC.

'The United States and its allies could develop military-to-military relationships with a number of strategic African countries. The US National Security Council, DOD (Department of Defence) and (the) US Africa Command might develop contingencies to deal with the eventual prospect of resource cutoffs and the possibility of conflict over strategic minerals. At issue is how US agencies might adjust to the forthcoming challenges.'

The building of strategic partnerships is politically difficult, given the ANC regime's rejection of AFRICOM during the stand-up process in 2007 and 2008.

'South Africa is the hegemon in the region and must fully accept AFRICOM before military-to-military partnerships can be built throughout the region.

'The United States also continues to apply sanctions against President Robert Mugabe of Zimbabwe and his inner circle, which makes building partnerships with the Southern African Development Community difficult.

'In addition, there is some resistance to US foreign policy from the (President Joseph) Kabila regime in the DRC; SWAPO in Namibia; and the (President Eduardo) dos Santos regime in Angola.

'By 2020, US intervention, including AFRICOM, might be needed to ensure sustained US/allied access to strategic minerals, which means that the building of strategic partnerships in the next decade is important.'

Dr Stephen Burgess farmed commercially in Zimbabwe's Masvingo Province and ceded land during the government's agrarian reforms. He left Zimbabwe in 2001 and works for the Air War College in the United States. He is the author of three books; 'South Africa's Weapons of Mass Destruction' (with Helen Purkitt), 'Smallholders and Political Voice in Zimbabwe', and 'The United Nations under Boutros Boutros-Ghali, 1992-97'.

Burgess helped lead in the organization and execution of the Air Force Africa Command Symposium.

He is an associate director of the US Air Force Counterproliferation Centre. Burgess holds a PhD from Michigan State University and has been a faculty member at Vanderbilt University, the University of Zambia, the University of Zimbabwe, and Hofstra University.
